Lets break this down shall we ?
"he's sorry" -- he is sorry he has friends so stupid that they take pics of themselves smoking dope.
"it was a dumb mistake" -- is there another kind of "mistake"?
"he won't do it again" -- I will not "get caught" doing it again.
