I think that's exactly what he's thinking of. And that's exactly why he's way off on this.

The cultural differences between the various Russian republics is way different from the cultural differences between, say, New York and Ohio, or Florida and Alabama. There just aren't the same regional/ethnic/nationalistic pressures at work in the US as there were in the old Soviet Union.
