Well, Network+ is one of the more basic certifications that show someone that I know how to "set up, maintain, and troubleshoot a basic network consisting of Windows, UNIX/Linux, and machines running Novel".
The Security+ certification has some overlap but as the name suggests is much more focused on the security aspects of computers, networks, and data backup. It gets heavy into encryption, authentication, fault tolerance, and disaster recovery methods as well. Also deals with firewalls, virus, malware, and other junk.
