The first "they" was the GB members selected to review the reading requirements and make changes in the materials. This was never documented publicly and no call was made for input from any one not on the select committee. I can give you just two names- these are men I know and don't suspect them of a black op type operation. However, the way the whole thing came down over a period of years resulted in the PCI material being purged and PAJC influenced material being used exclusively. And again, this was done without an open discussion or debate. No GC resolution, no Symposium type of give and take.
The second "they" was not "behind closed doors" because, as I said, it was done on the floor of the General Conference in front of everyone. I have been asked not to name the man (not name him on this board) who "spoke evangelistically" and later apologized for the influence he had on the outcome of the voting. This has been discussed in detail in other threads. As I stated at the time, I didn't really blame that one man, but rather blamed our culture for corrupting him. That is admittedly a subjective appraisal, but it's the way I feel about the situation and I believe it to be a generous way of looking at a bad situation.
