My mind is turning to mush. If it were otherwise, I could remember the NT scholar who first suggested it in NT literature.
But yes, I do remember it. Examples can be found in the NT, but I have not seen any scholarly works detailing it in the OT.

Romans is chiastic. As is much of the NT, not only whole epistles but smaller portions as well, as are many of the Psalms. It was and is a common literary/rhetorical method (ABCBA, or ABBA, or even ABCA, and other variations).

I have a book by someone who studied Joshua's book and its chiasms.

Matthew 28:19 is in a different chiastic manner.
first let me show you an example.
John 11:25-26 - Jesus said to her,
I am the resurrection and the life.----------(A) (Eternal life)
The one who believes in me will live,----------(B) (Believes in me, live)
even though they die; ----------------------------(X) (Death)
and whoever lives by believing in me-----------(B) (live, Believe in me)
will never die. ---------------------------------(A) (Eternal life)
Now Matthew 28:19 (Eusebian text)
And Jesus came and spake unto them, saying,-------(A) (His presence, then)
All power is given unto me in heaven and in earth.------(B) (His Authority)
Go and make disciples-----------------------------------------(C) (Make his disciples)
of all nations in my name-----------------------------------------(X) (His name)
Teaching them to observe all things---------------------------(C) (Teach his disciples)
whatsoever I have commanded you:------------------------(B) (His Authority)

Robert Alter frequently comments upon the chiasm of the Hebrew Scriptures in his translation of the Hebrew Bible, particularly in Biblical Hebrew Poetry.

And, what this shows is that the Presence of the Lord, the Authority of the Lord, and the Teaching/Doctrine of the Lord, are centered around being immersed into the ONE NAME of the Father AND of the son AND of the holy Spirit. Jesus' name baptism (immersion into the truth of ONENESS) is at the very CORE, the very HEART of the doctrine, authority, and presence of the Lord.
