I remember when Israel was suffering attacks from this same population, they had to make a decision to defend their entire border to stop this.
On part of their border, they built massive walls.
That virtually stopped the terror attacks inside Israel.
Before we judge their treatment of "civilians", we need to realize that they have been at war all of their existence.
We in the West are just now starting to realize what they have been living with all of these years.
