Both or either?
I think the essence of either would be similar though the applications may be different?

I have always thought it meant those that preached a high standard of holiness. We used to label people liberal middle of the road, and conservative.

Re: What does it mean to be a conservative?
The term has no meaning anymore. What today would be called hardcore paleo-conservative was called "liberal" 200 years ago. What today is called "conservative" was often called "communist" 70 years ago.
Religiously they don't mean much nowadays, either.

Re: What does it mean to be a conservative?
Alfonzo Rachel made a great video, explaining the difference between liberal and conservative.
If you don't want to watch the video, he basically laid it out that liberals are those who take 'liberties' with the truth and rule of law. Conservatives are those who wish to 'conserve' the aforementioned.
Perhaps an oversimplification, but it's not wrong.

Re: What does it mean to be a conservative?
Conservatives are afraid of change, while Liberals embrace it. It's not much more complex than that. On some issues, Conservatives are in the right; on others, Liberals hold the high ground. Today's Liberal can be tomorrow's Conservative without changing what they believe, but never the other way around. In secular terms, conservatives tend to be poorer and therefore more averse to risk, whereas liberals tend to be wealthier and therefore better insulted from the unanticipated loses that can result from embracing something new.
