Oh, okay, Hillary wasn't prosecuted by a Democratic-led Department of Justice months before a presidential election therefore it's proof positive she is the poor victim of wild conspiracies and personal attacks. I'm relieved to know "the truth" finally.

Yes, Director Comey said that she lied/did not tell the truth.
Insofar as the law being broken, yes it was broken, but because they do not believe she "meant" to break it, they did not recommend prosecustion.
Whereas the law says nothing about intent.
