Who decides who is radicalized and what definition or criteria are they using?

So if, in the future, supporting the US violates our faith as Christians, and we're required to be disloyal as a matter of faith...Gen Clark is saying we should be segregated and put away from the "normal" community.
Could you imagine? And some Apostolics won't willingly fellowship with other Apostolics in the same town!
