Grace has always been in the world, to trump the Law of Moses which was "built into" all mankind from their birth. The Jews only had it in writing, but the Gentiles have had it in their conscience to condemn them to seek mercy and Grace!
Romans 2:14 For when the Gentiles, which have not the law
(Of Moses), do by nature the things contained in the law
(of Moses), these, having not the law
(of Moses), are a law unto themselves:
15 Which shew the work of the law
(of Moses) written in their hearts,
their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;
