If you have 4 poor people from Pittsburgh who hate America for whatever stupid reason, then the FBI finds out about them and investigates them, and then finds in their investigating, that the only thing stopping these four poor people from carrying out carnage is that they are poor, what would you do with them?

If there are 4 poor people who hate America and have made threats: Sure I'd see how far they would go. This is where surveillance and the NSA should come in. Not by tracking every law-abiding citizen's emails and phone calls, but by pinpoint surveillance. You get something like this, you get the warrants, tap the phones, bank accounts, homes, emails, texts, etc.
Part of this, IMO, is just laziness by the FBI. Old school surveillance is long and boring. It's much easy to throw money and give the suspects a plan, then arrest them when they try to act on it. Plus it makes for a better headline....Headline: "FBI catches terrorists planning to bomb xxxxxxx!" Yeah, but only because the FBI helped them do so! It's just absurd to me.
Again, all the threats which are made against every President, yet the Secret Service (as far as we know) has never given the threat money and weapons to act on their threats in order to see how far they'll go.
