You sure about that? Go back and read the story of Moses and Pharoh. Read the NT where the bible talks about people being turned over to a reprobate mind.

I'm not understanding how deception comes from God...
It starts in the heart of a man who will stand in opposition to God. Then God determining that the individual will not turn from his rebellion turns him over to distruction.
It is a fearful thing to watch. I have seen it. It is heart breaking. It us utterly devistating in its result.

I didnt get that from the quote. And further I dont have the context of the quote. I seriously dont think that is what the speaker was saying.
That being said, I have certainly seen preachers who thought they had revelation and I stood in wonder at their delusion.

I agree with your thesis, it's clear that Paul says that God sends the delusion....my confusion stems from the scripture you referenced juxtaposed against the two I've listed below......
James 1:17
Every good gift and every perfect gift is from above, and cometh down from the Father of lights, with whom is no variableness, neither shadow of turning.
Hebrews 6:18 (KJV)
That by two immutable things, in which it was impossible for God to lie, we might have a strong consolation, who have fled for refuge to lay hold upon the hope set before us:
In my way of thinking, and the way I interpret these scriptures is God can only send truth, and in order for Him to send a delusion He would be propogating a lie, which is impossible.
A conundrum!

The only reason God would send/allow delusion, is to bring one to the end of themselves and that their false perception of Him and his love to destruction. Not for the destruction and damnation of the individual. God's judgement burns up falsehood, for the saving of the individual. God is not a monster!!!
