Your talking about a specific "plan of action" in order to resolve a specific issue, in this case porn. I was referring to churches were everyone with an internet connection was automatically required to have the monitoring software installed which in turn sent weekly reports to the pastor. Huge huge difference between the two. I've only heard of a few churches requiring this and have no idea how large they were (can't imagine much more than a few dozen at most submitting to this) so again, I am not saying that half the UPC churches are this bad. I have heard of many more churches that really put the clampdown on marriage (having the ultimate say in when, were, to whom, and guests) and honeymoon locations though.
