What we saw in the Bush error and in the fist years of the great BO is the Democratic Congress pushing an ultra liberal (almost socialistic) agenda. Hence why the big change over in the house.

For most Conservatives, Bush was a moderate.

2 items that make the 1981 spike part of the chart misleading.
Crude was deregulated and the cap on old crude was lifted in January 1981.

It is misleading to reference the middle east war and ignore crude price caps.
I had a new office in OKC and had to close it because of turbulence in the oil business and a quick spike before a crash. In July Penn Square bank folded and a lot of clients couldn't pay their bills.

The problem in economic analysis is the temptation to do a corelation analysis using one variable. I can write 20 variables from my memory that influenced the first 2 quarters of 1981. We had high interest rates. we had scams in transmission and movement of a fungible commodity. Old capped price oil and "new " production crude. Coming off carter era, we had 20% interest rates and painfull unemployment.
A declaration of war gives a short term spike which is usually adjusted giving account to oil stocks.
