Is suicide a sin?
Is there a difference between suicide in believers and non-believers?
Are non-believers, who are deceived, subject to the same punishment
as the believers? Or are believers without the Holy Spirit who commit
suicide equally as responsible as those who have received the Holy Spirit?

This is a heavy question, and as far as I can see, not really addressed by scripture directly, except that taking the life of another is wrong, and it would seem that taking your own life would also be wrong. There is no direct solid teaching on this throughout the scriptures.

Hard subject which I honestly don't like to think about. I had met and knew a UPC Pastor here who committed suicide a few years ago.

Well, I tell folks it is a sin, to keep them from getting any "bright" ideas when they get depressed.
If you tell them they will wake up in hell(right or wrong), they may have 2nd thoughts about it.

Suicide is caused by deception. People are deceived to think they can escape the woes of life by ending it. Judas in scripture is a good example of this. He could have brought his guilt to Jesus in repentance, but the grief was so strong he felt he could bear it no more. The sad thing is that murder is a sin and when you end your life willfully sinning then there is no sacrifice for it.

I think it is a sin.
I don't think it is something that will determine a person's eternal destination.
Just like I don't think that anyone who is saved but happens to commit sin and dies before they are able to ask for forgiveness is now going to hell because they died without all of their sins forgiven.

Is that true for those who HAVE NOT received the Holy Spirit, but nevertheless,
are Believers? Will believers and non-believers be judged the same?

I think the wrongful taking of life, any human life, falls into the murder catorgory. It would seem to me to be a sin.

Scripture teaches we must be born of water and the Spirit or we cannot enter the kingdom of God. As far a how we are judged I don't know. After we are born again we don't have the right to wilfully sin.
