IMO, Obama's response would have been better than Bush's simply because there would be better communication within Obama's organization. Furthermore, Obama is more likely to have a "hands-on" approach to the sufferings of his fellow American citizens.
Also, lets remember that "Katrina" was a collosal failure of the fed, state and local govt, not just the feds. It wasn't all Bush's fault.

Katrina, and the response, was not the fault of the Federal Government. Blame Nagin and the Governor. Local and State government is ALWAYS the first response to any disaster. Ask Nagin why he left all those school buses empty.
How do you think Katrina victims and the city would be today if Obama was President .
Do you think there will be an inprovement in N.O. rebuilding if Obama gets elected?
The place is still in bad shape.
If Obama was President, then things would be better down there by default-- he voted against the Iraq war, thus, there would be more money available from the feds to help rebuild that American city.
Once he gets in office, there may be some improvement, but not much, not quick enough. As a country, our hands are financially tied, or so I'm led to believe....

there were no financial problems associated with Katrina in NO. the problems related to organizational structure and emplimentation.
as has already been said, there were failures on all levels.
that includes the feds. but lets please remember that Gov. Blanko sat in her office and cried and said "I dont know what to do". It was at that point that GWB sent in the Army.
the question here related to Obama is difficult. Who really knows? Obama has no experience in running anything. the largest organization he has run is his Senate Staff and his campaign. we really dont know with Obama if things would have been better.
we do know he has no real experience that lends itself to being commander in chief and cheif executive of the United States.
His resume proves that.
