Where race does come in in my opinion, is due to the fact that the facial hair ban was mainly an offshoot of the resistance to the hippie movement where extreme facial hair was a sign of rebellion. That issue was primarily confined to White culture and there has never really been a time in the Black community where facial hair was anything negatively symbolic. I think that this is just another example of people being unwilling to simply apply Biblical principles and instead relying on a list of specifics that can be dated and not encompassing of all cultures.

Serious question:
I went on a missions trip and it struck me odd how the very, very poor ladies that had been converted were wearing American made skirts.
It was my impression that the skirts they were wearing really didn't match their culture. In fact, it didn't make sense to me that it would so important for these ladies to be concerned about skirts when there were more pressing issues to be concerned with.
Am I off with my perceptions? I was having these thoughts long after I started doubting my stand on "standards"-- I freely admit this.

Serious answer:
Most of the traditional African wear does incorporate some form of a skirt or dress anyway. Often, having one that is a pre-made Western skirt is just a more convenient way to dress the way they do anyway.
