He was obeying orders. He was helping freedom loving people in Nicaragua fighting against communists. He was a military man. He's a hero.

So the truth comes out---the Obama Administration did link the $400M to the hostages being released. They think they've skirted the "ransom" accusation because, they say, the money wasn't given until the knew for sure that the hostages had been released. THEN they gave the money to the Iranians...
