I won't care if my wife shaves her legs or not- leg hair on men and women is normal and natural, nothing wrong with it... 
As for underarm hair, it's a little weird to see on a lady, but I'll have to agree with holinesswoman, if the sister is unmarried and has no one to please, what does it matter? Let it grow!
As for brothers, if they're shaving their leg hair, then there's a problem.
That is my judgment!
