I used to attend a congregation that did not pass an offering plate around but instead everyone walked up to the front and placed their offerings in a plate that sat on the edge of the platform.
I think you are right to compare the compulsory 10% contribution we know as "tithing" to a tax. And Israel needed taxes because they were a nation, a nation intended to be run by priests (until they demanded a king.) We are not a nation; there has never been a Christian nation on Earth. Some false teachers claim otherwise not the least of which were the British Anglicans of a few centuries ago who believed themselves to be the "new" Jews.
Priests and tithing go hand in hand throughout history. But unlike many denominations Apostolics do not recognize a distinct priesthood within the faith.
