1) The UN doesn't rent out the General Assembly. It's not the local Kiwanis Club. This was, regardless of empty seats, a session of the UN General Assembly.
2) United Nations Secretary-General Ban Ki-moon and President of the General Assembly Sam Kutesa, and another person, a female - I forget her title, were all in attendance. Why would they bother with being there if it wasn't an official General Assembly session?
Just as with the US Congress, not all Senators are present each and every day, not all heads of state are at the UN General Assembly each and every day.

It doesn't seem to have been a deliberative meeting. Was there a vote after?

Some Christians wouldn't be satisfied if Jesus Himself addressed the UN General Assembly...

"We did not wear uniforms. The lady workers dressed in the current fashions of the day, ...silks...satins...jewels or whatever they happened to possess. They were very smartly turned out, so that they made an impressive appearance on the streets where a large part of our work was conducted in the early years.
"It was not until long after, when former Holiness preachers had become part of us, that strict plainness of dress began to be taught.
"Although Entire Sanctification was preached at the beginning of the Movement, it was from a Wesleyan viewpoint, and had in it very little of the later Holiness Movement characteristics. Nothing was ever said about apparel, for everyone was so taken up with the Lord that mode of dress seemingly never occurred to any of us."

I've watched Bush, obama, Netanyahu and the former Iranian President give speeches in front of the UNGA. There weren't any votes after those speeches either. In fact, many times the UNGA meets without voting over anything.
Why are you so intent on downplaying the significance of this?
You're like that cat who went to see the Queen of England but only saw the rat under the throne.
It would have been even greater had it been a full General Assembly with heads of state in attendance. But it's still incredible, even with all the empty seats. This may have been the only time the UN Secretary General or General Assembly President have heard the message of the new birth. And who knows what could happen to the many sitting in the meeting room and others watching online.
Even if only one low-level delegate sitting in attendance and hearing the message is saved, it's well worth it.

I haven't posted here in years, however, have been reading of late.
I've stopped to post because you said something important and I wanted to acknowledge it and add my agreement.

Re: Lee Stoneking Addresses UN
Even though I am not a "fan" of LS, and some of the stuff he has preached over the years is ridiculous, at least in this instance, he spoke truth, albeit short and to the point, the message of Jesus was given. For that, I am thankful.
Although, I have a question. If the cardiac doctor told him he had no cardiac disease remaining in his DNA, didn't he have some kind of cardiac event this past year where he again almost died? Just wondering about the truth of that "dna change" statement.

IIRC, he had stints which had to be replaced. I don't know that he almost died again.

Re: Lee Stoneking Addresses UN
The apostle Paul is our prime example of how a man of God should address heads of state. If God did not accompany this event with miraculous signs and wonders then I will reserve judgement. Only God understands what this was all about.
