I am using it in the sense of #6. We have a tendency to pigeon hole people, or put them in a category that brushes them with the same brush as others we have decided belong to the same group.
My experience has been that it's possible for a person to be liberal on some matters, conservative on others, and take a moderate position on other issues. However, in order for someone to discover this they would have to actually get to know someone and have conversations with them. For some people that's just too much effort, so they simply "pigeon hole" them.
