TX program has a 7 county wide program/insurance called
Northstar... which is for aliens or residents who don't have any insurance and limited income. I hospitalize people almost every day who are indigent and have no medical insurance...and Northstar pays 100%. Yes, you are right it is draining Texas resources. They need more preventative care instead of all the hospitalizations and medications they pay for.
