A one stepper is one who believes that salvation comes by grace through faith, that it is a gift of God, not of works, lest any man should boast!
A three stepper can say that too. It all hinges on what one defines as works...if works is anything you can do yourself then perhaps everyone is saved right now. We are expected on our part to believe in Jesus and repent. Those are things we can do. If those are works then the whole world is saved

What if it takes three steps to save a person? I mean numbers in scripture seem to mean things. If it takes 3 steps does that also mean there are 3 Gods? Could be....NOT!

Well, to my knowledge, water baptism is a work. It is something we must do in order to receive the favor of God for salvation. Thus, it is not faith, but a work.
