I've viewed them basically as what Praxeas stated above. Tertullian was upset about Praxeas' (other Praxeas!) influence in Rome concerning the Montanist issue, and also the fact that during this time Rome may have been sympathetic to modalism, or at least, not overtly opposed to it.
Some commentators have interpreted Tertullian's arguments as being contentious for contentious' sake. He loved a good fight. lol
