It's not about any decree he wishes, it's about doing what he can. You'd rather have an impotent President held captive by a do-nothing congress.
I'd rather have a President that sees what he can do about a problem and at least try to do something about it.
The tax-loopholes problem has been a problem forever. If it can be fixed, and if it can be fixed legally using the Constitutionally-granted executive action powers, why not fix it?
