Giving has been expected of God's people all through the Bible in many different ways, but in the NT it is supposed to be done freely. Tithing is good and should be taught as "a" method of good stewardship but not demeaning or trying to scare those who don't. Only God can judge individual circumstances.

There certainly is nothing "wrong" with one giving 10% of their income to the work of God. But even then they are responsible to seek God as to where these funds should go and not feel obligated to give it all to their pastor.
