I honestly believe that in order to answer questions like what is modesty, you have to take in to consideration the culture.

"Modest" by definition implies a comparison.

The only way for that comparison to work is there to be a common denominator.

That common denominator could be broadly defined as culture.

Still, for our convictions towards modesty to be solely based on our culture can be dangerous and lead to sin.

I know it is a matter of the heart,when it comes to sin, but the Bible teaches us to proactive in avoiding sin as well.

But if it is leading to sin, it's not modest..... even in our culture.

Defining modesty by our culture doesn't mean that everything everyone wears is okay. But we can still use our culture as a gauge. For instance, in our culture women's "ankles" aren't a real biggie. Unless you're a little odd, you're not usually sitting around gaping at women's ankles. So, showing your ankle wouldn't lead to sin. In former cultures, this wasn't the case. Back then, women didn't show their ankles, so a woman showing them was a cause for great delight in a lot of men. That's a "modesty" that culture defined.

So even today, I think we can use culture as a gauge. We know what our culture uses to promote sensuality. Dressing modestly is being aware of that when you choose your clothing.

Modesty is:

Romans 14:23 "...for whatsoever is not of faith is sin."

James 4:17 "Therefore to him that knoweth to do good, and doeth it not, to him it is sin."
