I think the general concensus is Bert is not a spammer, he's a troller.

An internet troll...someone who says things just to get negative reactions, builds on said reactions, until eventually everyone knows what they are. Then sometimes they go away when outed, but other times the persona they've built up in their mind is too much to let go away.
