If you're implying that he's a racist, that's absurd. Whatever you think of Bush and his policies, he's not a racist.

It's not very clear that he's actually wiping his hand, but if he was maybe the guy's hand was sticky or sweaty? I frequently wipe my hands after shaking someone's hands, because I hate the clammy feel that a lot of hands have.

You need to read Barbara bushes comments about the blacks in New Orleans after the destruction. It's very clear to those that are not blind.

If Bush didn't want to shake hands with blacks, why did he stick his hand out?

He wiggled his hand before wiping it on Clinton's shirt, indicating something sticky or sweaty had been transferred to his hand on the handshake.
