Pretty much in a nut shell is if someone is dropped or even in some cases (Triumpant1) turns in their license they can be put into this "questionable" status. Basically it states that you can not fellowship, preach for and have them preach for you. The only exception is for a wedding or and funeral. T1's situation is interesting. There is a thread out there that discusses this in greater length, but the truth is that it is a crock. IMO.
I feel it is a way to control the "organization" instead of letting it be the "fellowship" it was intended to be. It is some what of a way to protect the local UPC church incase something happens. The real intent is to help the UPC churches during scandals of sex or money. It is meant to protect the ministers and churches in the UPC. But sometimes it is not always that way.
