Does the UPC allow pastors to go on strike when the pastors feel that they are not paid well enough?

The UPC doesn't pay pastors.
It is unlike the Lord, It takes away (dues),but doesn't give.

Maybe it was just the District my father pastored in, but he could only have UPC licensed or affiliated ministers preach in the church he pastored.
