It does say to obey them that have the rule over you, doesn't it?

Heb 13:7 Remember them which have the rule over you, who have spoken unto you the word of God: whose faith follow, considering the end of their conversation.

Its not a dumb question at all.

I have heard many ministers claim that they would stand before God and give an answer for the souls in their congregation.

Of course we all know that is not true. You will stand before God ALONE.

The minister will only give account for what he preached.

And? What does my obedience have to do with anyone besides me being responsible for my soul?
