We don't have health insurance, but could afford it, if it was a priority for us. I believe in excellent nutrition and exercise instead, and in an emergency, we would pay out of pocket.

What if government who claims to know best said every one must have a new car. Everyone should have a 400 dollar car payment. Just in case you need a run to the hospital or the IRS office. Or another state for an abortion or a drug run.
Hitchiking places an undue burden on society. Even if most years a taxi and bus where you pay per trip is dangerous. So many people are much better off paying per trip than a fixed monthly outlay for prepaid travel.
But I "don't need a car" Wrong, you could be a burden on society if you needed to go somewhere and we just can't take a chance.
