If by "legalistic" you mean conservative, then I think you make a large and unfair assumption. I was in mainstream Pentecost for a while and now am among more conservative brethren. I think prayer brings revival and these men know how to touch God in prayer. And not only that, but our church has had tremendous revival since we have stepped it up in prayer AND consecration in holiness (tvs being tossed out, rings taken off, sleeves coming down). We have almost doubled in attendance and had MANY receive the Holy Ghost. Sorry Brother, but I very much disagree with you. The prayerless will not have revival, the unconsecrated will not have revival, the insincere and unsubmitted will not have revival. God will, however do a work in those who seek him.
You have hit the nail right on the head. The church where my youngest brother attends has been having revival, and his pastor has started to preach and teach about many of these same things. They have also given themselves over to more prayer than ever before. This is what will change the world.

I doubt not having a TV in your house has anything to do with it.
Using discretion about your appearance, what you watch, and how your spend your time, spending time seeking the Lord in prayer, reading and believing the promises in his word, and pushing away from the lusts of the flesh and eyes, and pride, will make you available for a sovereign move of the Holy Ghost.

revival comes when the evangelist motivates the people to worship the God they Love. We know when the praises go Up His Glory Comes down. However there is times when God moves on a particular message and His Spirit confirms that message.
where i would disagree with the sleeves and casting this and that away . I would agree on the prayer and more dedication to it. Just remember we dont do A.B.C to get blessing 1.2 & 3
