Because YOU stated that the NCO is Charismatic, although I do not personally know every member, JS, WH, and KP are doctrinally mid-stream UPCI, so if you believe them to be Charismatic then by extension you must believe that the UPCI is as well. 
(Hint: they most assuredly aren't)

"Charismatic" is a term to identify those who have compromised on the message or the Dress code. not necessarily the pom pom waving charismatcs. there are varying degrees ....
