Looks to me like some were modest and some were not. I did see quite a few swooning necklines and one bustled mini skirt/dress.
The swooning necklines were of evening gowns, not what harlots wore in the saloons. And to say 'quite a few' is really stretching it, considering the number of pics on that site alone.
And the street trash....well, she's just street trash.

That is not Bible. The most evil wicked people in the world today are extremely modest. They also fly air planes into buildings. They would kill a holiness woman for being immodest.

The era that we are appealing to here was the Victorian Era. Styles and manners were quite "conservative" by anyone's standards. Go back another 100 years and you start to see cleavage, thighs and even stark nudity in public places throughout Europe.
The tastes for such fashions come and go. What's unusual about today in how quickly things come, go and come back again. In NT times nothing was thought of Peter fishing naked - I think I would be a little uncomfortable with that today and in fact would probably desert any fishing buddy who was so inclined.
But in Peter's day, no big deal. And then when they got to shore, the "fisher's coat" that he threw on for modesty's sake would have been deemed very immodest itself by today's standards. Whether we're comfortable with the idea or not, there is something of a cultural "relativism" when it comes to standards of modesty.
