GP, The baptism of the Holy Ghost is taught as a real salvational experience that is for empowerment of a repentant, born-again (regenerate) believer. This has been the mainstream Pentecostal view since Asuza.
Also, Houghton, has strong ties with this church and will be holding his Deeper conference there as he has done for the last several years.
Finally, Scott Jones now heads Global Network of Christian Ministries ( global-ministries.com) an organization that fellowships both Oneness and Trinitarian ministers. It was started in the 1980's I believe by former UPC minister L.H. Hardwick. Scott assumed the reins as chairman when Jack Dehart, former UPC board member, fell ill with cancer. Many former UPCI ministers in 1992 and there after have flocked to Global.
Promiseland in Austin, by the way, GP is still very much a 3 step Water and Spirit church under Pastor Kenneth Phillips. I recommend you visit the Promiseland website and read their materials.

Sounds like a great church. How traditional is Grace Humble? Do they still try to get people to receive the Baptism of the Holy Ghost with tongues by laying on of hands at the altar like many Pentecostal churches or do they just encourage believers to seek after the gifts.?

Thanks for this information! That was very interesting and informative. I've looked at PL in Austin and I wasn't aware they are 3-step. I just wanted the info, so not to argue, but you said the the HG is taught (at Humble) as a "real salvational" experience. Salvational, but yet not a requirement for salvation? Do they teach people receive the Holy Ghost by evidence of tongues, or immediately after baptism?

Hence, the term "real salvational" was used in my original statement. This was the soteriological and pneumatological position of turn of the century Apostolic Pentecostals also like Goss, Gurley, Yadon and others.
As for those that teach we are filled with the Holy Ghost after water baptism you might have to look at other non-Pentecostal groups.

Excellent! Thanks for the PL information.
So being "born of the Spirit" is not about the Spirit? Or is not about the baptism of the Holy Spirit? Do these churches find it permissible for saints that have not received the baptism of the HG to participate in ministry, or is the HG viewed (like Sherri's church) as the gift of empowerment for ministry, and a prerequisite to minister? I would love to hear a good discussion on these issues that is clear, concise and doesn't go to 200 pages long.

Here is a link to the website of another former UPC church that holds the so called "PCI" position regarding salvation. CC left the UPC I believe in the 1980's.You can explore the site and find docrtinal statements of what Christ Church believes;
