Not true. That is speaking about Babylon reaping what they sowed as judgment.

It speaks of judgment against babylon and says "happy will he be who dashes your infants" etc. It simply declares that babylon's conquerors will ravage babylon with gusto. It does not declare that bashing babies' heads in is morally desirable or good. Shaz, you sometimes post like a militant atheist who despises the bible. Why is that?

This is a practice that predates Islam. It might be better to research these things before you attribute them to Islamic teachings.

If you find anything like this in the Quran let me know. Otherwise the practice is forbidden in some areas of the world, declared "acceptable" in others, but there are very few regions where it is mandatory.

In the regions of the world where it is common, all religions do it. Even your own.

Summary: This is a cultural and not Islamic practice.
