There were several miraculous, supernatural events in that meeting. Speaking with tongues was the "that" which was prophesied to happen.

Since it “was happening”, why couldn’t it be this ( speaking in tongues) that the people heard?

He has shed forth this with you now see and hear!
What ever it was that the hearers heard was caused by the shedding fourth of the spirit of God.
He did not say your ability to hear was shed forth by the spirit of God, but rather the words you hear spoken were made possible by the shedding forth of the spirit of God.
He was speaking to the Jews who were in disbelief as to what they were hearing, and they reasoned with themselves how it must be that they are hearing it, and the conclusion that they came to was not , that it must be gifted hearing that we have , but Peter explained it to them that it was the outpouring of the Spirit of God up on the followers of Christ that hath made this miraculous event of speaking in an unknown language possible!

And I agree with this. Because it fits what I have been saying. The fact the hearers heard THEM speaking in HIS OWN language is a miraculous side effect, not much different than the visible cloven tongues of fire and a thunderous roar of a hurricane.
That's why Peter addressed both those who wondered at how these things were taking place and those who just thought everybody was high on meth.

Yes the hearers were witnesses to the miracle that was taking place but they were not a part of the miracle.
