Clearly, those that didn't recognize the foreign languages could easily believe and say mockingly, “They are filled with new wine.”

Not exactly. When the 120 were speaking in tongues it was unknown tongues to all. However to the hearer they heard their native language being spoken by the entire 120. Acts 2:8 and how hear we every man in our own tongue, wherein we were born?
Every group heard their native language by the 120 simultaneously.

Likewise, was it only the foreigners that knew what the Apostles were saying and that the Apostles were clueless?

This was a unique occurrence. However this was not the Gift of tongues as spoken of in 1 Cor 14. Nor was it the gift of interpretation. It was a great event not recorded as happening again in the scriptures.
