No, I'm not an authority, but I don't think everyone is always going to speak in different tongues every time they pray. Some people don't.
On the tongues and interpretation - We had a retired minister that always gave the same tongues, but the message was always confirmed by the preaching and on target for the church. On that note, I have no problem with it.
The Bible said, "other tongues" other languages. It doesn't say you have to have another tongue every time you pray or give tongues for an interpretation.
There is a certain sound for those that try to work God's spirit instead of following God's spirit. It's just something that is apparent. We move on. Some people want to be used badly, they move too quickly. You don't want to kill that in them, so you don't make a big issue publicly. You can wisely pull them aside, reassure them, given guidance and allow them to learn.
One woman we worked with didn't want to learn. She refused council. After the service she had to be pulled aside and talked to, gently, but firmly - you don't rise above where the congregation is going or over the direction of the minister in charge. When God is involved and the people are submitted to the move of God - it flows - no question.
Some people are inexperienced and some just want attention. This is not normal for a large percentage of the time, but things happen. We learn to discern the Spirit to see if it be of God.
