Even though Hutchins is no longer UPC, I guess the District Board still can put him 'under question' because he did at once hold license.

Coonskinner ... did say one time that this measure was deemed necessary by some because it allows boards to take action on those ministers who turn in their cards before being investigated.

Rigggggggggght. 
His ministers and their wives have higher holiness standards than some of the ministers in the fellowship here.
They are pretty strict on platform standards too.
He's 3-step all the way ... as is KP.
