That belief statement is consistent with other one-stepper ecUPC churches. It specifically refers to the baptism of the Holy Spirit with the initial sign of speaking in tongues as an endowment of power for sanctification and evangelism.
The only difference is that most one stepper belief statements add that this baptism of the Holy Spirit is "subsequent to salvation" and most use the word "empowerment" rather than "endowment".
It is ambigious enough that you could have it both ways but I would think the very fact it is ambigioius in comparison to how most three stepper belief doctrinal statements read speaks volumes.
JS may be trying to chart a new path without alienating those many three stepper folks who hold him in high esteem and might even have him preach now and then.
As Elder Epley has pointed out in the old days many "one stepper" preachers preached baptism in Jesus Name and the baptism of the Holy Ghost with the evidence of speaking in tongues so strongly you would not have realized they were one steppers at all.
