Our comfort or discomfort is irrelevant. GOD doesn't base His commands on our feelings and, thus, your question is not proper. The person is in sin and the Bible tells us how to deal with such a person in the Church.

What if this man or woman had struggled for a while, perhaps even giving in to the temptation, asking forgiveness, only to return to the temptation, and still wanted to teach others or be used in a leadership role?
How does the church deal with this issue?

Biblically, there is no such thing as a woman leader in the Church (but that's another subject entirely). If the person is still going back to the sin (temptation comes to us, we don't go to it; so, what you probably meant to say was "only to return to the sin") then he hasn't really repented of it, has he? Since the gifts and callings of God are without repentance (meaning that God does not repent of ever having gifted or called the person), it is not your place or mine to determine whether or not the individual should still be operating in his particular gift or call, it's for God alone to determine.
