That's the way I understand it too.
Do you have "elders" in your assembly?

Peter called himself an elder and he wrote to elders to shepherd/pastor the flock of God and to serve as an overseer (NKJV) or take oversight (KJV). This sounds like a certain amount of authority to me. He also told them not to be
"lords over God's heritage" but to be an example. Then he told them to put on the towel of humilty (probably remembering Jesus in the upper room girding Himself and washing their feet), and exhorted young and old to serve one another and to submit to one another ( 1 Peter 5:1-6)
As far as "voting" someone into office,
The Apostles chose/elected/nominated two men and left it up to God to reveal His choice for an Apostle in Acts 1:23-26.
Looks like they chose/elected 6 men for servants/deacons in Acts chapter 6.

Hey Sam, I think his point wasn't a challenge of authority, but rather a matter of singular vs. plural.
The scriptures that you have shared denote a plurality, and Peter was excellent at reinforcing what Christian eldership was all about.

Please clarify this part. Towards the end of the search in the book... or are you saying he is changing his stance since he wrote it??

I don't know of more than one church per town in any locality not only Revelation. Tradition tells us that the church at Jerusalem had 12000 members with James as Pastor.

Where do you get james was the pastor of the church in jerusalem?

Yeah, "THEY" have the rule not him. The point is in the early church the church was led/ruled by elderS.
As far as electing pastor, your point is out of context. They chose 6 men to help take of the widows, far cry from being elected to rule over a church.
