Ya, I would ask her father before I would ask anyone's pastor for "permission" to ask someone out. And only THEN as a courtesy IF she is younger and he is a big part of her life AND EVEN THEN, only if I were to plan on asking her to marry me. (This whole 'ask permission to ask someone out' irks me...)
Basically, other then a very specific circumstance (of a nice tradition of asking a woman's father for her hand in marriage), I would simply ask
her -since
she is the decision maker in such things.
