Seriously. I thought it was pretty clear, that she was just surprised at some of the people that she thought were so good and pure were guilty of infractional behavior (I just love making up words!)

It was a feature added in an upgrade done I believe in August.
It allows X number of infractions before a ban. On this board, that would be 5. It also allows reporting the infractions to the Admin area for review, and sometimes reversal.
