Good point,
EXAMPLE:
Punkers who dress the way they do as a sign of their rebellion, when they receive th gift of the Holy Ghost and take out the piercings and other 'utilities'
on their own should not be discouraged from doing so but someone who dresses normally in a modest fashion needs not to be told they need to wear their collars up to their ears either.

I believe what he was referring to is NOT failing to dress modestly (if they weren't doing it already), but looking "pentecostal". (You CAN be modest yet not have the pentecostal costume.)
Usually this applies to women 90% of the time, but I have heard time and time again from women who say "so many people ask me about my long hair!" (or countless variations). My reply is always that that is a conversation starter, nothing more. If "we" all started writing some weird made-up symbol on our forehead, no doubt that would start just as many, if not more.

Pentecostals tended to 'over dress' to impress!

Jaamez, I would ask that you go back and read my other remarks and please do not take them out of context.

Standards are different from church to church. The Bible is clear on one thing. 1 Peter 2:9, But ye are a chosen generation, a royal priesthood, an holy nation, a peculiar people; that ye should shew forth the praises of him who hath called you out of darkness into his marvellous light.
As a child of God you should stand out from the rest of the world. You should not be as one of them. Does that mean you're not to talk to them? No. Be friends but let your light shine bright for all to see."

I do not go around wearing a suit all the time. You will find me more often than not in a pull over shirt or tee shirt and jeans. I do not wear shorts because it is a personal conviction. I do not judge others for wearing them.
Even so, I have been ask about being a oneness person while wearing jeans.
Why? Becasue something is different about a child of God.
RandyWayne said it best "dress modestly.
If you wish to use "Jesus didn't dress differently than the world around Him"
attitude, then I must ask, when in Rome do you do as the Romans. Be careful how you answer.
Test. Are you sure you know that Jesus dressed as the others?

I will give you my opinion. I think Jesus wore a robe as did many others during that time. Did he dress just like the others? I don't know. What I do know is that something was different about him. Was it his healing powers, his talk, his actions, his dress? I'm sure it was a little of it all.
In Numbers 15, the blue fringe was a reminded to them to be set apart. To keep his commandments and be holy. They were different. The blue fringe was not only a reminded to them but anytime someone else saw it they know they were different or wondered why they had a blue fringe in the barder and would ask questions. What sets a person apart from he world if we look alike, act alike, tak alike, etc...I don't believe that Jesus conformed to the world, during his time.
Numbers 15:37-41
37And the LORD spake unto Moses, saying,
38Speak unto the children of Israel, and bid them that they make them fringes in the borders of their garments throughout their generations, and that they put upon the fringe of the borders a ribband of blue:
39And it shall be unto you for a fringe, that ye may look upon it, and remember all the commandments of the LORD, and do them ; and that ye seek not after your own heart and your own eyes, after which ye use to go a whoring:
40That ye may remember, and do all my commandments, and be holy unto your God.
