Of course that has to be the reason. No honorable or peaceable intentions could be ascribed to this bunch. They are just operating out of fear and intimidation.
Their fears are actually funny when you realize that now that all the anti-revival, unethical rabble rousers are gone, all that is left in the UPCI is ethical ministers who want to reach a lost world. The current leadership of the UPCI, at all levels, is much more interested in reaching the lost than starting a church in a town to "compete" with an existing OP church that was ok last month. The stories of applications flooding the desks of official to go into towns where men have left are just examples of ministers looking to reach those who have never heard the gospel.

It will happen. Some of these men have keep honest men with burdens out of their cities. One of these on the list told me it would "be over his dead body", that I would start a church in his city. The population you ask???? 1 million . . . his church size you ask??? About 275. Help me with the logic . . . He is the only "oneness" church in that city.

This happens on both the Con and Lib side of the spectrum. And its sad. But sadder still is the cities where there is not any apostolic church, yet some have 3 or more.

I can agree that is Craft did what he is reported doing he was not being ethical. But the question is, whas he doing it as an authority of the non functioning new Org, or was he doing it of his own account?

Maybe no more unethical than a man in your church forming a little group of your people that agree with him more than you (pastor) and starting another church across the street from you, contacting and reaching into your congregation in order to increase the "new fellowship".
